Horn Related Treatises – 1967

Since 1967 Railroads have know of the deficiencies of train-mounted warning devices such as horns yet to this day rely on these warning devices as a sole means to warn the public of oncoming trains, especially at non-gated crossings.   On page 23 of the attached  study by the National Transportation Safety Board reveals that train horns are not systematically effective because it does not assure that a driver can hear the warnings.
